Pros:

Good Mach 5 Baskets.
Paver stone tee pads, good sized and level.
Hole information is available at the tees, but small and tough to read.
Holes travel around this multi-use park, kept away from interactions with others on fields and courts.
Good use of elevation and natural, and structured, obstacles in the park.

Cons:

Long walk from #6 to #7, but it doesn't look like there is a better way to get past the ballfield. (My directions brought me to the parking lots between 6 and 7, so I started on 7 and cut the long walk in half.)
Mostly straight or right to left holes, not a lot of variety.
The first 3 holes are in the area of playgrounds, picnic shelters and private property. I believe this is why the course description mentions to be careful of interactions with other park users.

Other Thoughts:

A fairly new course in this small multi-use City Park. The park appears to be well kept and the tees and baskets are all in good shape.
The designers are listed as the Town of Blacksburg, so it's hard to tell if any DG players were involved. If this was just a Town/P&R effort, it was pretty well done. They did their best to stay away from the interactions on the first 3, #6 tees near a road, but goes uphill, away from the road, #7 (the only left to right hole) plays near, but should avoid discs in the outfield and #9 - a downhiller that could be a little longer, but that would open the chances of errant throws to the parking lot or playground.
A couple of the better holes here are #3 and #5:
#3 - downhill 380' Par 3, the private property is down the right side, and large evergreens are down the left, narrowing the fairway about 250' out. From there, it levels out to the basket which is nestled in trees.
#5 - in a mostly open area, it plays slightly uphill and just 200'. The basket is guarded on the left by more large evergreens, and on the right (and just short) by a large tree with plenty of branches. Only 200', but it would take several times playing this hole to figure out how to get close.
I'm sure most of us play a 9 hole course and think, "they could add more holes here, and here, make this an 18 holer." There are a few places like that here, but just not enough available land to make a decent 18 course.
Overall, good layout here Blacksburg, not sure if there is other park land that could handle 18 holes, but it would be nice to see what they come up with.
Take this niner and pair it with the Virginia Tech course (the closest) or the VTCRC course and you have 18 pretty good holes.
