Pros:

+Nice, big course map right at the start where you park. There are multiple parking spots at the end of the baseball facility that are very close to the start of the course. They might fill up during a big game or tournament but otherwise parking should be good.
+Tees are marked and are all fairly level.
+9 nice DGA baskets that catch well.
+Each hole is well mowed. There is a true fairway, low rough where it is easy to find and retrieve discs and then a true rough that is hard to find discs. Keeping this mowed will be the key to keeping this course looking good.
+Good variety in length. Most holes are on the longer side. Mid 200s all the way up to 600+.
+Course layout is very intuitive and easy to follow.
+Hole 5 has an elevated basket and a mini-green surrounded by big rocks. It looked really cool and added to this course.
+Wind (see cons). Creates some extra challenge that would otherwise not be there.

Cons:

-Natural tees. When you have to truly drive far on most holes, it would be nice to have some good sized concrete pads. Hopefully those are planned for the future.
-Very few trees. The only ones that really come into play at all are on the right side of 8's fairway. Very, very open course.
-Wind. This is South Dakota and the area on and around this course has very little cover. The day that I played was about 12 mph winds with some higher gusts and it was tough.
-The rough sucked. I went in twice and it was much harder than you would think to find discs.

Other Thoughts:

+This course really intrigued me. When I was driving down, I was expecting a much shorter park style course. This course is one of the longer ones in the area. It is also much different style than most courses that I have played. Where your disc went in the air wasn't really important at all. Where your disc landed and ended up was very important.
+For the sake of creating some scoring spread, it would be wise to play either the rough or the true bad rough as OB. This would make players think and strategize more than they otherwise would.
+Good holes: 3,5,8,9
3- Split fairways on a longer hole. If the island of rough in the middle is OB, this could be interesting.
5- Shorter hole with elevated island green. Is cool visually and more challenging when approaching and putting.
8- Has the only trees on the course and you have to shape your shot a bit to the slightly protected basket.
9- A true 2 drive hole that is a real challenge. It doglegs left and you have to try to either land at the bend or throw a bit further up but avoid the OB rough on the sides.

+This course won't be for everyone but I found it to be a unique challenge. I am interested to see how the course will evolve as it is a unique course. Concrete tees and a few well placed trees could make the rating go up.
