The way I rate courses is totally based on their level of fun. If I have no problem finding my way from one hole to the next, I won't take points off for lack of signage. Graffiti on a course doesn't bother me in the slightest as long as it's not bigoted or threatening. If a teepad is large enough to throw off of without stumbling off, I don't care if it's flush with the ground. I see so many reviewers wrapped up in what seem to me like arbitrary nit-picking, and it seems like a shame to be equally concerned with such details as the variety of holes, creativity of obstacles, and quality of the natural setting.
