Yes it is open! construction is still going on. i played for the first time last week and have been there a few times since. A couple tee signs are not up yet becuase the course is not yet complete but it is playable. i was speaking to a construction guy and he said you can play. 12,13,14 have to sings up so i suggest you skip them.
