I am not a fan of step putting. However, how do you differentiate between a drive off the tee, and a 400 foot fairway drive?
I say just eliminate the step putt, especially since 90% of the time in real time it is impossible to tell if is a foot fault.

Just to clarify, legitimate creeks should be OB imo, so we agree there. The original questions was about a 3 foot wide stream that is not always filed with water and is super shallow.

I can see the inconstancy if the cart path borders some holes and crosses others.
I would understand more if they made the stream OB on holes it borders, so it would protect players on the holes in other side of it so to speak by giving players incentive to not go across into other fairways.
The funniest part about the stream in question on our course is that even on the wettest day, we can walk across it either by stepping on an exposed rock, or even jumping over it, lol

In this case the small stream is directly in front of the green, directly in line with the line player is throwing. It is not an area the player would want to avoid. And generally it serves as drainage so often times there isn't much water in the stream.

The local club installed feathers on the courses they most use for tournaments and keep them in the ground year round. It takes the guess work out of it.
