Pros:

For being tucked into a fairly small area, there are some fun shots here.

Hole 3 is a slight downhill shot through a valley but over a pedestrian bridge. Hole 4 is an uphill shot over a landscaping area under two trees' overhanging branches. And hole 7 or 8 is a slight downhill turnover shot into a little drainage valley.

It's nice to see some thought-out shots. It looks like whoever designed this has played before.

Navigation is pretty easy, and there is a map at the kiosk. That said, I guess I did throw at the wrong basket once.

Cons:

I can forgive the criss crossing fairways, which only would matter if you had a bunch of people playing (which seems unlikely). Some of the other holes could be unsafe if there are people in certain areas of the park. The shot over the bridge is fine (I trust that no one would be stupid enough to throw when someone is crossing), but there is a playground close by, and a grip-locked shot is a recipe for an upset parent. Hole 7 or 8 throws toward a picnic shelter as well.

The tees are just planks in the ground, so the area behind all of them are rutted out and kind of muddy after a rain. You don't have to have an X-step for a lot of these holes, but they're not all short (a few are over 250').

Other Thoughts:

If the park isn't usually very full, this is a fun design for a small parcel. Every town should have a little course like this. If there are people in the playground or shelter, you may need to skip a hole or two.
