Pros:

Concrete tee pads and mach 3s. Peaceful neighborhood north of hays ks. A few tight holes other than that wide open.

Cons:

Short course with few obstacles. Can be very busy with young throwers when school is out. Mosquitoes can be vicious all day long. Homes and fences boundary most of park so take care. Can be very windy at times.

Other Thoughts:

A good course to work on mids and putters. A great course to safari. Hole winner makes up next hole.

A place to warm up before going to frontier park on south side of hays.

I didn't see any hills at Rolling Hills 2+ years

Pros:

This is a beginner friendly course. The threat of losing a disc here is very low.
This course has a good mix of short and moderate length holes. There are a couple of holes that have trees to navigate around/thru.
Hole 1-hyzer shot (RHBH) is a good play
Hole 2-has a short wooded window to hit
Hole 3-was in the short position when I played and was a wide open hole
Hole 4-was open as well with trees on the left side of the fairway
Hole 5-was the best in my opinion offering an nice low ceiling, tunnel shot hole
Hole 6-mostly open
Hole 7-mostly open with a drainage area behind the basket
Hole 8-has some trees to contend with on left hand side upon approach
Hole 9-longer hole that is wide open

Cons:

There is no signage here. Also the flow seems to be off a bit in spots, like between holes 3 and 4. Seems like 3 tee pads was put in a different spot from the initial design???
Wind will definitely factor into your rounds here as there aren't many trees to contend with. Also it will get very hot in the summer time because of the lack of shade.
There needs to be more trash cans on this course. When I played there was a lot of litter left on the ground. Maybe with a trash can here or there it would keep the honest person honest, its a good thought at least.
Not much variety on several holes.

Other Thoughts:

This is a good course to take a first time player to. There is just enough trees here to challenge you in spots, but at the same time won't be frustrating. With this said the more advanced player is going to be let down here as there just isn't enough variety to keep you coming back for more. It is fun to get those birdies and go for the chains so if thats your angle then I say play on.
If you are not in the mood for the more challenging Frontier course across town then give this course a shot.
Not a must play but it is another option if you are in the Hays area.

Pros:

This course is good for beginners to the sport, or beginners to windy conditions. I use it as a practice course, or just to get out and shoot a round in only 30 minutes. Holes 1, 2, 4 and 5 offer some challenge (trees), while for the others, wind is the main challenge. Holes 2 and 4 have water in play (unless it is dried up). Hole 2 is short but has a monster tree in the way, and a pond.

Cons:

-Tee pad material is inconsistent. Some have concrete, some asphalt.(update Dec 2011 - all new concrete pads except #4)
-No tee signs
-Navigation from #3 to #4 is confusing
-too little challenge for advanced players
-goatheads everywhere (wear good shoes)
-none of the holes offer a right hand turn
-flat

Other Thoughts:

I live in town, and it's nice to have a short course for a quick practice nearby, despite its flaws.
