Brand New Course - Scenic Park

Pros:

Tailwater is a brand new course. It has been in the ground for a couple weeks but is still being finished so I'm reviewing this with the understanding that a few items will be completed soon. I played it during a "soft opening" tournament.
-Lovely park with plenty of amenities including bathroom and water fountains
-Ample parking, including the option to start the course at different holes by using different parking lots (course is a mostly continuous circuit and can be started at any hole)
-Great baskets
-The park is lovely. 4 holes play near the Whitewater River, while others play through the woods or near giant pines.
-Very much a park golf course with a mix of open and wooded shots and a couple holes that offer elevation changes.
-Multiple pin locations on most holes, including contingent pin locations in the case of flooding or muddy condition.
-A few ace runs and a few bomber holes
-Hole one is a great challenge to start your round. A long par 3 with trees speckling the fairway. I chose an easier route and played it safe for par (I missed the putt and got bogie anyway)
-Holes 2 & 3 are particularly nice, playing along the river
--Hole 15 is a 240' ace run but has a 10' dropoff to the river directly behind it. Do you run it or lay up safe?
Hole 7 was interesting, a 490' par 4 playing on a hillside with OB on both sides and a constant roll away risk. There's no good way to play this one safe.

Cons:

-Since this is a typical multi-use park other activities are constantly in play. Particularly troubling is the paved walking trail that is present on nearly every hole. I've been told the trail isn't used too much, but on the coldish November day that I played we did need to hold up on 4 holes due to pedestrians. A few holes actually tee from the paved path itself, with painted lines marking the tee box. Everyone was very friendly and interested in what was happening, but if the park gets busy it would definitely be a major issue. Likewise, 3 or so holes play near the baseball fields so if spectators were in the area those holes would have to be skipped. I'd recommend coming at a time when other activities are not happening if possible.
-A few too many short transition holes. This had to be this way in order to make the course work and the designer did the best job possible given the property he had to work with, but there are 4 holes under 200'.
-There is a lost disc risk on 4 water holes. While these are some of the best holes on the course it's something to be aware of.
-The teepads are currently rubber or natural turf. I did not factor this into my rating as the course is still technically in construction and I've been assured concrete tees will soon be installed, but it's worth noting if you plan a visit soon.

Other Thoughts:

The course is well worth your time, especially if you're traveling to Brookville Lake and want to enjoy a round while in the area. It's a great addition to a sneakily active weekend getaway town. Just note you'd be best served to visit at a time that the park isn't heavily used to avoid waiting for a path to clear. As far as park courses with shared spaces go, this one uses the space to its fullest. Thanks to Adam for all his hard work (he and his sons basically did everything from securing funding, clearing fairways, installing baskets, and maintaining the course).
