Yes. Say you're in the circle and you throw a really wonky putt. You could've intentionally foot faulted before it reached the basket and gotten a 2nd shot at it. Not that a McBeth or Wysocki would ever do that. But it was legitimate loophole that some players would exploit once a round.

I would argue it's not that different in terms of scale. Meaning that the tops pros in our sport against the 'semi-pros' are not that much different from the top golf pros against the bottom of the pros (they call them Journeymen, which is much the same as you using 'semi-pro').

Well, first, cut line should be what it always is, percentage of the field. If a tournament wants their payout to be 50% of the field, that's their cut line. 60% of the field? That's their cut line.

I think just a payout cut. B pool can keep playing their 3rd and 4th rounds since they paid to be there. But if you are in B pool after the 2nd round, you're payout ineligible. That way there isn't a risk of some fluke situation due to multiple course usage causing a drastic change in the field.
