Yup, first class through paypal is the way to go.

Can you ship anytime with the PP or just when you sell something?

Does paying for or receiving payment with FF affect anything as well if you are trying to ship?

Yeah, like Noill said - you can use it any time. I have not noticed payment type (FF or otherwise) making a difference.

PP shipping is just done thru PP's website ( somehow ) and it is USPS for the parcel carrier.

I just got a disc from Rob @ Third Coast and it was shipped with PP and the total post on the label was $2.40. Nice .

Too bad I am too dumb to find it/figure it out on PayPal's site though....
