What is the best way to get a course put in a state park. Many other state parks have them?

Where do you live/what state you talking about? Some states, it may be damn-near impossible, such as my home state, NC.

I've been working on getting one in a South Carolina State Park for 3-4 years now. I first went to the state director and was told to go the local park ranger/director of the park I was interested in getting a course. I've met several times with her, made a presentation and have been getting no where.
What I've learned in my situation is the two things the PD is concerned with is the amount out of their budget and the amount of extra work it could create.
I think I will be successful in this quest...it might just take several years.
