This is a bad law... regardless of when it was first enacted.
Since they haven't been enforcing it, the only conclusion is that it would be a way to arbitrarily shake down someone. They've just decided $100 is not enough of a shakedown, so they increased the fines to $1000.

So you're okay with a lifeguard who decides he doesn't like you having the power to slap you with a fine for throwing your football on the beach?
I don't like the law one way or the other, whether or not it has been relaxed. I just thank God this is being done at a local level, rather than from Washington, DC.
