Well in terms of the app, if I understood what you said correctly, you want to setup the pairings ahead of time and then players just use the app to choose between your pairings. That sounds possible to me and not that hard but I'd have to run it past my developers. I'd also need the web end in place first for basic league stuff.

I think trying to build a general tool for leagues is a Sisyphean task. There's just too much variety in formats, payout, points, etc..

Personally, I run a Handicap league over 30 weeks with an ongoing points series, but weekly payout and bag tags.

Yea, I sort of came to that conclusion over the course of this short thread. I originally thought there were only a handful of variations... how wrong I was
