Looking for help on a disc golf course proposal

Having a meeting with a city director for a course. The gentleman knows nothing about the sport. What's a good angle to go so I can get this guy on board? Any ideas or insight from people who have done this would be great.

He wants to know two things:

What resources is it going to take?

How is it going to help him do his job?

Read up on what it takes, and how it serves people here:

Find, read, and understand the mission statement, vision, guiding principals, master plan or whatever document defines how he is to do his job, then show how the course will do that.

For example, they might want "emerging" or "new" recreation activities, and ways to get youth outdoors. The course would be the answer.
