I'm just saying it was actually done inappropriately without getting a waiver. Now, the waiver idea has become better known as an option for TDs to get permission.Would have always required a waiver, not just "now". The notion of being allowed to carry a legal disc but not being allowed to throw it has never been something the rules support in any way.
Historically, the idea for not allowing use of the disc landing OB did come from a legit rule in Discathon where sometimes they have OB "lakes" in the route. If your disc landed in one, you could not use that disc the rest of your route. That's why you were encouraged to carry one extra disc on courses with OB so you wouldn't be disqualified if you lost a disc and only had one remaining to throw.
