OB

Without knowing the exact case, an intermittent stream should probably be casual, just for consistency. A little odd to be OB this week, IB next week.

Or....if it has a defined creek bed, and it's worth the effort, the creek bed can be flagged (or otherwise marked) to make it consistently OB.

Judgment on whether it's better as OB or casual is more than I'd offer, from this distance and with this ignorance.

We have two places where creeks are, if anything, less than 3'. They're short downhill holes, with the creeks in front of the green, and it takes a bad shot to land in the creeks, as I've demonstrated many times. Both are OB; one could arguably be casual. But the way I see it, if you throw at a small tree to you risk a distance penalty, and if you throw at these creeks you risk an OB penalty.
