Removing Spraypaint From Concrete Tees

a nice powerful pressure washer will probably do it as long as it has not been sitting in for a very long time. A sandblaster would probably get it off too no problem.

If not those, you might need to just buy a paint thinner or a remover. Or pain the concrete.

if you paint the teebox, be careful. There are some paints that end up very slick on the teepad after drying....not good

A wire brush will work (very portable) IF the paint has not bled in, i.e., been there long.
Wear safety glasses so that small particles don't get into your eyes.

I am assuming that someone jusy sprayed something on the teepad, and did not cover it completely.

Yea and its been there for over a month. Maintenance thinks that using a pressure washer might just embed it into the pad. Also wouldn't sandblasting damage the surface of the pad?

Pressure washing = might imbed the paint, but unlikely.
Sandblasting = depends on how deep the paint has absorbed, then it would damage (slightly) the pad.

Try the wire brush dry (no water/chemicals). If that doesn't work, then you will know that you are going to have to try more drastic approaches (muriatic acid).
Also, talk to a local paint dealer, they can give you tips as well.
