Pros:
This nine hole course is relatively new and makes excellent use of a small city park. The concrete tees are large, above grade, and well-textured. Signage is clear and unobtrusive. Course navigation flows intuitively. Ground maintenance is excellent. The course handles precipitation very well - standing water does hang around for a while, but no muddy patches to be found anywhere. Two pin positions on each hole will keep wear and erosion to a minimum. Holes 1 and 9 are conveniently located adjacent to the parking lot.
The holes are generally not long, but do present varying degrees of technical challenge. As the course matures, some of the trees in play will add difficulty to existing flight lines. There is a balance of required shot shapes among all the holes. The very slight variations in elevation are used to some advantage in the course design. The single water hazard (located along the left edge of #3) is daunting, especially for lesser-experienced RHBH players. The long ditch attracts misdirected discs like a magnet.
Cons:
The course could benefit by adding a practice basket. Space is a premium here, so it may not be straightforward to incorporate this feature. The quarter-mile walking trail is frequently used by park patrons. Due to its proximity to many of the holes, its use will often briefly hold up play. There is a building adjacent to the parking lot, but it is always locked when I play here. There is likely a bathroom in the facility, but I have not been able to access it.
The course is surrounded by residential properties. Normally, this is not an issue. But here, there is a wide variety ranging from mobile homes, to relatively contemporary designs and mid-century starter homes - not to mention a water tower. Even newly-constructed apartment dwellings are visible through the southwest aperture of the course boundary. This makes for an unusual kaleidoscope backdrop to an otherwise beautiful property.
Other Thoughts:
This course is a delight to play. Whether it be a quick 9 hole outing or a 36 hole marathon, the course always delivers. I've found it especially useful in introducing new players to the game. I am hopeful that the city of Deer Park continues to maintain this property well into the future.
