Pros:

Easy to get to, plenty of parking, nice signs, baskets are in good condition, just 9 holes (pro if you are limited on time), generally manicured paths/fairways.
Pros for the new player:
No long holes, no blind shots, legit 2 disc course (putter, midrange).

I'm not a great player, so anytime I shoot under par the first time I play somewhere, that's saying something (not about me, about the course) - simple, easy, straightforward. Not very challenging.
Grass tees, footing might be tricky if wet.
Not a destination course by any stretch of the imagination.
Cons for the new player
Some of the fairways are only 6-8' wide (newbies will spend a lot of time thrashing around in the knee/waist-high grass/weeds).
Holes are close enough to a walking/running trail that I could see newbies clocking someone with a really stray throw.
Other Thoughts:
It is exactly what it is meant to be - a short beginner's course, built into the periphery of the town's sports complex. It's not meant to compete with larger/longer courses and the town has obviously stayed on top of the maintenance and upkeep.
