I enjoyed it. Really fun Advanced level course. Some of the par 5's were a little soft but they are good holes none the less. It's a great addition to the complex. I really wish Cedarrock was closer to my house. Would love for that to be my local trio of courses.
The PDGA did have Marshalls on the top 2 cards to assist with any issues or calls that needed to be made as well as 3 or so others walking the course. However they are not there to overrule a card unless the action is egregious and/or obvious but instead there to help interpret the rules...
As a Marshall you could go to the group and ask if the offense was seen or noticed by any of the players or to clarify.
