If you execute a 400' uphill tunnel shot off the tee, you are left with approximately 225' that either has to carry OB until the last 30' or navigate a series of trees. Landing 20' right of this basket is definitely well placed.

Was consideration given to making the obstacle nearer to the fence to punish the specific shot that the bushes impeded and not just everything that lands right of the basket? If so, what were the pros and cons that led to this closer obstacle?

Don't be scared off by the "wooded course" reviews that you see. In my opinion, this is not a wooded course, rather, it is a course in the woods. When I think "wooded course" I think 10' gaps, thick underbrush and being frustrated for most of the round. Camden II is not that.
