Help needed from local club administrators!

We're reviving a local DG club here in town, and part of my role in the club is going to be handicap tracking.

For those of you who run this for your local group, can you give me a little direction on the following:
1) How is your handicap set?
2) Do you handicap on one course only, or across multiple courses?
3) How many rounds do you use in tracking? Do they decay after a certain time?
4) Any other helpful advice on managing the handicap system?

I ran a handicapped league last year and I'm starting it again this year. I've found that using the player's score minus 40 works well. I tried using the player's score minus 50 times .8 but I started loosing the worst players because they felt they couldn't come close to winning with the 20% "penalty" that they had to overcome.

I used the last three recorded rounds to determine the players' handicaps and out of 16 weeks, used 8 to determine the end of season winner, though this year we're playing for 18 and will use the best 10 to determine the winner.
