Need some insight on the redesign of a couple holes

Background ~ Helping out the local parks and rec dept redesign a few holes from their original 9-hole design. We made the course a little longer since original design was pretty bunched together. We also suggested the dual (pro/am) tees which will help out the beginners.

Problem ~ All the baskets concrete anchors were already in place but some are under a couple inches of water due to other alterations to the land, which has made numerous wetlands with minimum drainage (hasn't dried up since late November). We had to move a few holes around and were granted permision to utilize a couple acres near the woods by the water tower. Tee pads are just forms with wood chips.

Question ~ Holes 6 and 7 are not the greatest but needed to keep the flow of the course. Water does not drain to good in the clay so there are numerous wet spots throughout. Any suggestions to maybe change it up a little or maybe change the order to make this work?

Question ~ The practice basket could be used as an alt. (not marked by sign or scorecard) Hole #10. There are a couple trees near the basket area but it shouldn't be a problem in practice. Is it okay to have the practice basket near the end of the course? There is parking nearby but hole #1 is about 450' away.

Question ~ Is it easier to dig up the concrete anchors to move them to another spot or should we just dig another hole and use fresh concrete?

Distances fair for Longs on the open holes #1, 2, 4 & 5?
 
for question 2: Theres nothing wrong with an alt #10 in case of a tie or whatever reason, but i would think itd be better if the practice basket was closer to the first tee, same goes for the parking lot. It may not be easy for the setup but the easier it is to get to the practice basket and first tee the better. Maybe just make good, clear signage pointing in the right direction.
3: I cant imagine digging up concrete is easier than making a new base. it also leaves the possiblity of moving baskets here and there if the land ever changes again. IMO dig a hole and put fresh concrete in and leave the others as is just in case.
