What's the reasoning? Were they expecting more help from the community? I know the only thing Baltimore does is mow the grass. They do not maintain any of the baskets, trim trees, etc....

It's 50 acres of wide open grass on a landfill. They mowed it about once a month for the first couple years(hence the left picture). It's June and they haven't mowed it once.

The Town asked our club to design a course and they'd install and maintain it.
They paid for everything.
Now it sits there unkept...... nobody will play it because of ticks and lost discs.
