Rules Question -Any issues with this maneuver?

I don't really see the problem. He can step out to the side with one leg to achieve the same result. I guess his mini placement was bending the rules... but I don't understand why he did in the first place. My drives end up behind trees pretty regularly... I just put one foot where the disc was, then step out with the other for a better vantage point.

The only advantage I see here is not having to straddle putt (assuming you're within putting range). Otherwise it's nothing to step out from behind the tree with one foot on your lie and flick one towards the basket.
 
Two meter rulles apply as the TD specifies.
There is no blanket two-meter rule anymore, as I understand it.
Having said that, I've never heard it applied per hole, but I can't say it's never been done.
