You could look at what some playgrounds use - poured-in-place rubber. You could do a 3 or 4 or 5 ft diameter around the basket with the rubber. This is pretty expensive stuff though and more of a band-aid solution. But just wanted you to be aware of this option.
I second those thoughts on having other sleeve locations. Address the root cause and get the baskets on higher ground, or just different ground to give the current locations a chance to recover.
Maybe get a rough cost of the pour in place rubber to shock them with a number, then at that point let them know that buying sleeves and digging new holes is very inexpensive in comparison. Good luck.
