Carolina bag - what is this loop for?

I guess I will have to get a travel tag and hang it from there. Problem solved.

I used them for umbrella, that's it.

Now what I want to know is what are those adjustable loop/straps at the bottom of the bag?. (The side that rests against your back)

I read somewhere that they were for the umbrella, but since they are on the side that rests along your body they don't work so hot. Mine do nothing, but if it is raining I either deal with it, or don't go play. Getting wet won't kill me.
