Dumb@$$ New Guy Question #3 - Round Ratings

Context clues lead me to this tournament.

At a quick glance, if it truly was two rounds on the exact same course, it looks like round two was significantly harder than round one for pretty much everyone. For example, the entire MPO leader card after round one shot at least 8 throws worse in round two. In fact, only one MPO player improved his score from R1 to R2. A couple others were within a couple throws each round. Other than that, everyone was 6+ throws worse. Seeing similar stuff from other divisions...except the women. Their rounds appear to be backwards relative to everyone else, but as they only had one propagator, there's no way that's the cause of the divergence between the two rounds.

SSA went from 65.something to 72.something. Without knowing anything else, I'd assume two different courses/layouts were used. If the same layout was used, something changed between rounds (weather factor) enough that rating the rounds separately was necessary and correct.

Except for the women's scores, I don't think there's anything all that hinky about the ratings at all.
 
Don't understand the ratings system. Played in a tournament in February. Shot the same score both rounds. Same course, same day. First round was rated 864, second round was 925.

After removing all non-propagators, that tournament had the following stats:
Round 1: Avg player rating = 921.0; Avg score = 75.5
Round 2: Avg player rating = 921.1; Avg score = 83.2

So the average score got 8 strokes worse in round 2 due to the wind and snow. Each stroke is worth about 7 points for this course. Your ratings delta of 61 points (925-864) is pretty much the same as 8 strokes * 7 points/stroke = 56 points.

The weather conditions are an important factor to your score, just like distance, foliage, and elevation. If you played on different tee pads in the second round, you'd expect the average scores and ratings to be different. If the maintenance crew cut down a tree on each hole between the two rounds, you'd expect the average scores and ratings to be different. If a blizzard hits during the second round after a nice calm first round, you'd expect the average scores and ratings to be different.

Anyone know why/how this happens

In the table above, the total round ratings for the Tournament (9166) and the League (9174) are nearly the same, both with an average rating of 917. This average is seven points better than the 910 average rating of the propagators. This indicates that quite a few extra rating points are being pumped into the system to partially account for players improving rather than declining.
