Context clues lead me to this tournament.
At a quick glance, if it truly was two rounds on the exact same course, it looks like round two was significantly harder than round one for pretty much everyone. For example, the entire MPO leader card after round one shot at least 8 throws worse in round two. In fact, only one MPO player improved his score from R1 to R2. A couple others were within a couple throws each round. Other than that, everyone was 6+ throws worse. Seeing similar stuff from other divisions...except the women. Their rounds appear to be backwards relative to everyone else, but as they only had one propagator, there's no way that's the cause of the divergence between the two rounds.
SSA went from 65.something to 72.something. Without knowing anything else, I'd assume two different courses/layouts were used. If the same layout was used, something changed between rounds (weather factor) enough that rating the rounds separately was necessary and correct.
Except for the women's scores, I don't think there's anything all that hinky about the ratings at all.
