If its too much work for you to return a disc without a phone number then maybe you could just leave it alone rather than steal it. Or at the very least get it to the lost and found, if its not too much of a burden on you and your precious time.
How about any player who responds with "i didnt see it" recieves a warning the first time and a penalty the subsequent times. All ties go to the thrower. And on a side note allow photo evidence please.
I have seen this tactic of run up to the spot and throw before the group can get there a couple times before. So would it be the throwers responsibility to get an approval to proceed, or the groups to ask to see the spot? I guess the way it sounds to me...if you had any doubts it may have gone...

Threw a star and a color glow rat today i would say there is not much diff in stability. Most champ color glows are pretty mild on plastic stability spectrum imo. Waiting for some lusters. Any cfr lusters show up out there anybody?
