This guy actually has more points than any tour rookie... BUT... accepted cash too late to be considered in the running for ROY in 2013. He turned down 2nd place money at a B-Tier early in the year because he wanted to play AmWorlds but didn't get to play after all... big regrets or he'd have easily won ROY.

Kyle Webster

He and Jacobs will battle it out in 2014... and possible 2012 <19 World Champion and 2013 Am Points winner Adam Morrison.

Lots of good young guns to watch next year.
 
Kyle is two points behind Ray if he were in the 2013 ROY race so I'm not sure what ROY points ranking you are looking at where he would have been ahead? The player who barely missed out qualifying for the 2013 ROY race is Alex Geisinger, also from Minnesota, who is 10 points ahead of Ray. But Alex accepted $40 a week before Pro-Am Worlds in 2012 making last year his Rookie year. Had he not accepted cash for the first time until a week after 2012 Worlds, he would be leading the 2013 race.
 
I recently bought two 11x Teebirds off Steven Jacobs , apparently he's been sponsored by the Swedish trio and he seems to be getting rid of all his other branded discs
