This past few days, I was the Course Director (one step below Tournament Director) for the Memorial Tournament in Arizona. I was responsible for the Vista course and was nervous about having to deal with rules questions. It all went smoothly and while I did have two unhappy players after decisions, only one appealed to the TD (and the TD sided with me).
I was amazed that I really didn't have to "make" a rules decision in most cases. Just discussing the scenario and asking each player what they saw; in most cases let the players make the call. Majority of the questions were AMs wondering if they made the right decision.
