Wouldn't it just be easier/cheaper to put in short alt pin placements?
And this. I think you'll have to bite the bullet and forgo your hangup on distances for certain holes. Just make the course what it should have been all along, a fun rec/intermediate level course. You can leave the pin placements in for the original course for if you have a big tourney there since the park should be reserved for that, eliminating the majority of the safety issues. I'll tinker around with the map and see if I can come up with a cheap/easier pin placement alternatives.
 
Random thought I had at work tonight: You know what might be handy with moving already poured tees? A palette jack. If there was one with decent wheels that would roll on the ground it would reduce the manpower needed considerably.
