Kind of what d11rok said covers it. Specifically for a given amount of velocity with regard to actual distance (which most players call “power”).
Since players think of power in terms of how far they, or player x, can throw a disc, it is much more functional to use a general rule of thumb...
Also, not saying this is being done, but this could be used as a competitive advantage if the school hosting knows the strengths and weaknesses of their opponent.

Chuck, would the pdga truly ever consider not letting a player throw right hand forehand because the designer intended turnover shots to be used? What about a tournament where only forehands can be used?

I think if your 18+ and are 1000 or better, it's fine to require playing in the pro division. You should still be able to sign up with PDGA as an AM and never be forced to take cash. That's why I set it very high.

How about a different approach? Change the division ratings to accommodate better flow to the next level. This is based solely from a competitive perspective/motivation. Maybe from low to high:
