DGPT: 2019 Great Lakes Open presented by DISCRAFT July 5-7

I assume it's because it's not a "lake" of OB that one can out drive. He landed on hole 17's fairway which might appear "safe" with the way the ropes are set up but is not actually in-bounds for hole 1.
Let me preface this by saying "I didn't play in the event, wasn't present at the players meeting, or wasn't part of the official tourney staff."

But I did spend some time spotting #17.
Several players were unclear as to whether the OB was to be interpretted:

a) "Strictly as roped off" - obvious as to In or Out.
or...
b) As defining an edge of the fairway, and any disc landing past that edge is to be considered OB.

In the case of (b), there was also some question as to whether line defining the OB extends further than the actual rope.

I recall people playing a provisional, with the intent of asking for a ruling at Tourney Central. Wish I remembered to ask the TD or Assistant TD Mon, at our league. :\
