A little late, but...
It looks like Maui has had the best established courses until recently. As of 2021-2022, Oahu has a nice pair of courses at the Hawaii Country Club in Central to SouthwestOahu. Those are as special as you're going to get in Hawaii. They are pay to play. There's a nice little 9-hole course in a public park at Kapolei Park.
