Using Paint on Discs

Don't you have to define the process of measuring the thickness and what tools to use for it? Surely you don't want joe-six-pack using his eye-crometer to make the ruling!

Not really, because even paint "not a measurable thickness" isn't allowed due to it not being one of the allowed modifications. This particular section of "rule" probably does more to bring up questions than what it answers. It would be cleaner if they simply left the previous section of "this is what you're allowed to do to modify a disc" and just state "everything else is not allowed". The examples just open the gates for people to ignore the first part and focus on the "cannot do" list as not being exhaustive.
