There en-lies the problem. Open divisions are usually closely rated players (depends on the region to the ratings). Adv divisions are people that range from 935 to 1000. It's not truly "open" as it's not open to specific players that have cashed. The 970 and below clause was put in place to avoid MA1 players bagging, but here in Charlotte, with the talent level high in the Am pool, that rating would need to be higher to be effective.
Technically, MA1 is not 'open' to players registered as Pro *and* rated above 970..
Also, realistically the Open division at large PDGA events is just as broad as the MA1 division *can be*. For a NT-level event, you have players ~970 all the way up through 1045+, or a total spread of 75. (i.e. the equivalent of 1000-925).
Plus, I have yet to see an MA1 division that actually looks like 1000-930, ever. If the event is high tier, it looks like what I described above. If the event is small, a heck of a lot of those 950+ players are likely 'playing up', meaning your MA1 division is more realistically 890-950, or only a ~60 point spread.
