If you hover over where it says TBD, there are 2 players they are still negotiating with. So it will be at least 10 players with the potential to expand to 12.

Highest finishing sub-900 rated player was 178th in advanced division, so I'm not sure that is a great example. Again, we are talking about someone playing versus having unfilled spots.

This rule is just one more bullet point in the argument that the PDGA doesn't care about lower-rated players. They should be grateful they get the opportunity to volunteer at tournaments and have touring pros come within earshot of them once in a while so they can hear the pros' complaints.
