I would guess so. The heat index today was over 105 and there is lots of elevation changes.

Just a friendly call to him saying that the PDGA knows that Nikko is taking too long on his putts and that the PDGA knows that Nikko knows he is taking too long on his putts and if things don't change then the PDGA will start asking the TD to either follow his card or assign a non-playing...
One more point to add...
Generally one throw is about 10 rating points on average. So each of these ladies are less than 1 or 2 throws per round away from each other.

It should not be up to the TD. It should be something that the PDGA will need to approve and grant a waiver.
In NC there are very few courses that are cart friendly.
